Decentralized Management The simplicity of ASA Model also allows for highly decentralized management and decision-making. There are no separate district offices. District Officer (DO) and District Administrator (DA) occupy a desk in a local branch near the center of each District. With DO and DA an internal auditor that visits the branch offices in its district to make sure books are in order. DO do not rely on any other staff to perform duties. Rather than all paperwork coming to them, managers are visiting branch offices constantly to monitor, check verify documents and accounts. This improves communication and reduces overhead considerably.
